TENDER NOTICE NO. VRM/EST./04 DATED: 15.02.2022

INVITATION:-

Tenders are invited on behalf of Shri Mahavir Sthan Nyas Samiti, Patna for construction of Viraat Ramayan Mandir at Kaithwalia village near Kesaria in East Champaran district. The work is estimated to cost Rs.132 crore.

GENERAL INFORMATION:-

Shri Mahavir Sthan Nyas Samiti has decided to construct one of the largest temple to provide ample and comfortable space to common people for worshipping deities. By good grace of God, this place is available between AYODHYA and JANAKPUR at village KAITHWALIA NEAR KESARIYA in EAST CHAMPARAN district of Bihar. The National Highways Authority of the Government of India has also proposed to widen the existing road to a four lane national highway near the Viraat Ramayan Mandir site.

FOR SPECIAL ATTENTION OF TENDERERS:-

Tenders as aforesaid are being invited in accordance with the said Shri Mahavir Sthan Nyas Samiti’s bidding procedure.

Only the eligible tenderers may bid for the work. The eligibility criterion is that the tenderer must have completed one similar work of Rs.25 crore or two similar works of Rs.15 crore each during the last 5 years ending on 31.03.2022. Similar work means construction of minimum 15 meter high building in RCC with pile foundation.

All tenderers are cautioned that tenders containing any deviation from the contractual terms and conditions, specifications, or other requirements will be rejected as NON-RESPONSIVE.

The contract for execution of the work shall be awarded to the tenderer whose Responsive Tender is determined to be the lowest evaluated tender and who meets the appropriate standards of technical and financial resources.

All tenderers are urged to promptly submit a written request latest by 4th March 2022 on matters where clarifications or additional information is desired.

Alternative Tenders are not acceptable.

SALE OF TENDER DOCUMENTS:-

The tender documents will be made available for sale from 22^nd Feb to 12^th March 2022 at the office of Viraat Ramayan Mandir, camp – MAHAVIR VATSALYA ASPATAL, LCT GHAT, PATNA – 800 001, ON PAYMENT OF Rs.5000.00 by Bank Draft drawn in favour of VIRAAT RAMAYAN MANDIR, payable at Indian Bank, Main Branch, Patna for each set. The cost of the documents will not be refunded under any circumstances.

DESCRIPTION OF THE PROJECT:-

The temple shall be of reinforced cement concrete (RCC) structure with combination of piles and raft in foundation, plinth of length 1080 ft and width 540 ft, and eleven SHIKHARS (DOMES), one with height of 270 ft. The expected life span of temple structure will be about 250 years.

STATUS OF THE PROJECT:-

Necessary approval of plans as well as environment clearance have been obtained from the Government Departments concerned.

SCOPE OF WORK UNDER THIS TENDER:-

The scope of work includes pile cum raft foundation with elevated plinth, RCC structure with RMC (Ready Mix Concrete) along with post-tensioning of RCC slab. The estimated cost of the work is Rs.132 crore. The mix design for the self compacting concrete shall be of M50 grade and the reinforcement bars shall be corrosion resistant TMT of Fe 500D grade. Only potable water treated with reverse osmosis (RO) method shall be used for construction work.

The size of GARBH GRIH is 180’ X 180’ and it will accommodate single piece granite stone SHIV LINGA of size 33’ high and 33’ circumference. However, the SHIV LINGA is not included in the scope of work under this tender. The roof slab at ground floor is 30 feet high.

Electrical power supply of 11 KV shall be made available at the site of work. The HT/LT panel for electricity, tubewell, RO water plant and all construction equipment and machineries shall be arranged, managed and maintained by contractor. The electricity charges payable to the local authority shall be recovered from the contractor. Nothing shall be paid or recovered for water charges.

Construction materials like cement, reinforcement bars, fine aggregate, and coarse aggregate shall be supplied by the Nyas Samiti at the site of work at the rates stipulated in the tender documents.

Self compacting concrete of high grade, corrosion resistant reinforcement bars, other durable materials and RO water shall be used in the work. The work is required to be executed in accordance with prescribed standards and specifications with due emphasis on quality and workmanship. These measures will ensure that the structure will be durable and sustainable for about 250 years.

PERIOD OF COMPLETION:-

The period of completion is 30 (thirty) months from the date of notice to commence the work.

EARNEST MONEY DEPOSIT:-

No Earnest money is to be deposited along with tender.

LANGUAGE OF TENDER:-

Tenders shall be submitted in the prescribed form in English.

PERFORMANCE GUARANTEE AND SECURITY DEPOSIT:-

There is no performance guarantee for the execution of contract. However, security deposit @ one percent of the gross value of work done shall be deducted from each running account and final bill, and retained for two year period of defect liability. It shall be refunded on successful completion of the defect liability period of two years.

TENDER VALIDITY PERIOD:-

The tender shall be valid for a period of ninety days after the date of opening of tenders.

SUBMISSION OF TENDERS:-

The last date and time of submission of tender is 15^th March 2022 up to 3 pm at Mahavir Vatsalya Aspatal (3^rdfloor), LCT Ghat, Patna – 800 001 in one single sealed envelope.

The sealed tender package (envelope) must be superscribed “Tender for the construction of Viraat Ramayan Mandir”.

Tenders received late on account of any reason whatsoever will be returned to tenderer unopened.

Tenders sent electronically/post/courier shall not be accepted.

OPENING OF TENDERS:-

Tenders will be opened by the Director (Finance), Chartered Accountant & Engineer-in-Charge of Nirman Samiti at ConferenceHall of Mahavir Vatsalya Aspatal, LCT Ghat, Patna at 4.00 PM on 15^th March 2022 in presence of representatives of tenderers who choose to be present.
